Malik confirms DynCorp operating in Pakistan

November 14, 2009

ISLAMABAD (Online) - Federal Interior Minister Rehman Malik has said that the security company with name of “DynCorp” is providing assistance to US force in Afghanistan and its officials are being allowed to travel to Afghanistan via Karachi after they provide information to Pakistani security agencies, however, no foreigner would be allowed to display or carry illegal arms in Pakistan.

US private security company Blackwater is not operating in Pakistan, he said while responding to a question during question hour session in the National Assembly on Friday. The DynCorp whose basic work is to provide assistance to Afghanistan-based US forces is operating in Pakistan and its officials have been directed to inform Pakistani security agencies before travelling to Afghanistan via Karachi due to security reason, he said.

According to MoU signed by the previous government (See Copy Above), the officials of DynCorp are free to travel in Pakistan, he said, adding that local laws would be imposed on DynCorp and action would be taken against them if anyone was found carrying illegal weapons. Responding to another question, he went on to say that 14,956 citizens of 91 countries have been deported during last four and a half years. From January 2000 to March 2009, 1058 cases with regard to acquiring visa on fake passports were registered and the Federal Investigation Agency (FIA) is taking action against them, he said.

People having fake passports travel from Afghanistan and Iran border and government is taking steps to control infiltration, he said, adding that 90,000 Afghanis have made fake national identity cards which are being cancelled.
A special task force has also been constituted to arrest Afghanis having fake national identity cards, he said. Replying to another query, the Federal Interior Minister stated that all the foreigners living in Pakistan have been directed to take NOC from respective consulates before carrying arms in the country. On the other hand, Federal Privatisation Minister Syed Naveed Qamar told the National Assembly that Karachi shipyard cannot be privatised because it is working for Pakistan Navy.

There are 80 departments whose shares would be distributed among employees after retirement, he said. The reason behind distribution of shares of state departments among employees under Benazir Stock Option Scheme was to empower them, he added. State Finance Minister Hina Rabbani Khar while replying to a question told the lower house that the banks receive Zakat under Zakat Ushr Ordinance and State Bank and Finance Ministry have no role in this respect. The employees working at national saving banks are taking less salary as compared to employees of private banks and no proposal is underway for increase in their salaries, she said. Reforms would be introduced in nation saving banks within one year, she added.
